This patch adds very initial CPG support.
R-Car Gen3 write function should use CPG write protection method
which is shared with MSTP driver. This patch has it but not used.

Do we want to have "pll1" output half the frequency of "PLL1"?
While most dividers are fed by "PLL1/2", "RPCSRC" is fed by "PLL1".

On Gen2 we had "pll1_div2_clk" in DT.

This was very un-understandable point of datasheet.
as *1 mentioned, it is VCO/2, not PLL1/2
Next datasheet will update this un-understandable explain.
