This is consistent with the V4L2_BUF_FLAG_KEYFRAME flag and, I think, also more generic than 'I Frame'. So the define would become V4L2_CID_MPEG_VIDEO_FORCE_KEY_FRAME and the control description "Force Key Frame". The docbook text needs to be updated as well. With those changes this looks good to me.
