I think it was introduced with commit 64d513ac31b - "scsi: use host wide tags by default". Since this commit scsi_add_host_with_dma() directly calls blk_init_tags() instead of scsi_init_shared_tag_map(). The qla1280 driver has never set up the block tags though, so the bogus value was not a problem.
