I can't really review this until the series is a bit more polished and
we have a better idea how the handling of the POWER9 MMU is going to
work.  As it stands, this sets the P9 MMU type to something that only
makes sense in guest context, not host context.

Will send a patch without P9 MMU changes and have a FIXME to add it.
