PCI: mediatek: Remove unnecessary PCI_REASSIGN_* flags

The PCI_REASSIGN_ALL_RSRC and PCI_REASSIGN_ALL_BUS flags are not needed,
since we should automatically assign resources if the firmware hasn't done it.
