Technically it's if anyone adds any additional PLL configs for PLL2 (drives the pixel array) then the pixel rate will change. The FIFO between image array and MIPI block will allow link frequency to be changed independently of pixel rate, just as long as link freq is fast enough to get rid of the data generated. Testing before Naush's patches to libcamera supported setting hblank. All mode sets were resetting controls, so libcamera starting up triggered a mode change and reset hblank.
