This adds support for the fraction_bits field, used with integer controls. This allows fixed point formats to be described. The fraction_bits field is only exposed through VIDIOC_QUERY_EXT_CTRL. For a given signed two's complement Qf fixed point value 'f' equals fraction_bits.
