Add two netdevsim bus attribute to sysfs:
/sys/bus/netdevsim/link_device
/sys/bus/netdevsim/unlink_device

Writing "A M B N" to link_device will link netdevsim M in netnsid A with
netdevsim N in netnsid B.

Writing "A M" to unlink_device will unlink netdevsim M in netnsid A from
its peer, if any.

rtnl_lock is taken to ensure nothing changes during the linking.

nit: the string format can overflow the 80 char limit, but if there 
are arguments and they don't fit in the limit, please put them on 
the next line.

I'd think if we hit this we should return -EBUSY?
Unless peer == dev_b, but that may be splitting hair.

You should also implement .ndo_get_iflink, so that ip link can display
the peer information.

This is continuation of the previous comment, you set err to zero,
so when device already has a peer user will get 0 (success)
They should get -EBUSY.
