Update ECLAIR configuration to take into account the deviations
agreed during the MISRA meetings.

While doing this, remove the obsolete "Set [123]" comments.

Thank you! Many of these deviations are really important!

I double-checked everything and it looks good. I have 2 requests for
changes below to keep deviations.rst updated. I made few comments about
some deviations that could potentially done with SAF in-code comments
but given the state of the release I think it is OK.

I would like to ask a release-ack, especially for all the deviations
about conversions because those are critical. I think the rest is OK
too.

This is the kind of thing that might be better done with a SAF comment
but given the state of the release it is easier to do it this way now as
it doesn't require code changes in Xen. I'd say keep it as is but just
FYI.

Needs corresponding update in deviations.rst, I don't see anything
regarding 14.3 and sizeof there. I think this is important as we should
keep the two files in sync.

Just want to be sure that I understand deviations properly with this
example.

If the deviation above is merged, then it would be safe from a MISRA
point of view to cast a function pointer to 'unsigned long' or 'void
*', and thereby MISRA won't complain about code with such conversions?

Exactly, taking into account section 4.7 of GCC manual.

Yes. From a Xen release perspective, it will only affect the static
analysis jobs, making them report fewer violations. The reason why
those specifically are important is that they are significant changes
over the plain rule and they were already documented in rules.rst.
