Add initial declarations for the drm_xe_vm_get_property ioctl.

- Expand kernel docs for drm_xe_vm_get_property (Jianxun)

- Remove address type external definitions (Jianxun)
- Add fault type to xe_drm_fault struct (Jianxun)
