[0/2] fstests: add config option to run after mkfs

Adds config options to run a command after the scratch mkfs.

Patch 1 is preparatory patch which can be merged  independently.

Patch 2 add the config file option POST_SCRATCH_MKFS_CMD and
POST_SCRATCH_POOL_MKFS_CMD.
