[v2,4/5] format-patch: teach --no-base

Series rebase: fix breakage with `format.useAutoBase` | expand

If `format.useAutoBase = true`, there was no way to override this from
the command-line. Teach format-patch the `--no-base` option which
overrides `format.useAutoBase`.
