[i-g-t,v4,2/5] tests/pm_dc: Added new test to verify Display C States

Currently this test validates DC5 upon PSR entry for supported platforms.
Added new file for compilation inside Makefile and Meson.

v2: Used the debugfs entry for DC counters instead of Registers.
    Used shorter names for variables.
    Introduced timeout to read DC counters.
v3: one second timeout is introduced to read DC counters.
    Skip the subtest if counters are not available for that platform.
v4: Rebased, addressed the review comment and spell correction.

Why isn't cleanup paired with the corresponding setup func where setup
is called from? Also looks like the read_dc_counter() call could be part
of the test function.

While review is being progressed, i would like to bring notice to the observed 
behavior on KBL gen9. It takes around 2~4 seconds to disable "DC Off" power well
after vblank disable. This will fail the DC states verification with PSR test.
Is this really an issue to fix or we need to increase the wait time in igt test.
