Windows seems to be retrieving HV_X64_MSR_REFERENCE_TSC value only once on boot-up, checks HV_X64_MSR_TSC_REFERENCE_ENABLE bit allocate one page and maps it into the system space, and writes the page address to HV_X64_MSR_REFERENCE_TSC MSR if this bit was not set.
