Add a vendor-specific vfio_pci driver for HiSilicon ACC devices.
This will be extended in subsequent patches to add support for
VFIO live migration feature.

... there does not seem to be a stub for vfio_pci_core_finish_enable(), 
so I don't think that we compile under the conditions described. I think 
that HISI_ACC_VFIO_PCI should always depends on HISI_ACC_VFIO_PCI

That looks right. I do remember running a compile test with x86_64. May
be VFIO_PCI_CORE was somehow selected.

I will make the "depends on VFIO_PCI_CORE" common.
