meson-gx-pwrc-vpu has been superseded by meson-ee-pwrc since
commit 53773f2dfd9c ("soc: amlogic: meson-ee-pwrc: add support for the Meson GX SoCs"),
so v5.8.

This driver is obsolete and no longer used or tested.
There is no reason to keep it around so remove it.
