If a file uses something defined in a header, it should include that header. So if you need ENODEV in cpu_ops.h, make cpu_ops.h include <linux/errno.h>. It is not fine to deliberately rely on implicit includes. Moving the headers around is a separate issue. Right now you're splitting it completely. I.e. split data setup between the two, but do the loop calling cpu_init() the same way.
