[RFC] arm64: add __init/__initdata section marker to some functions/variables

These functions/variables are not needed after booting, so mark them
as __init or __initdata.

 But I didn't see too much improvements after this patch, I think that
 may be due to the compiler can inline automatically. I'm not sure
 whether we need to do this, that's why the patch is marked as RFC
