ARM: syscalls: switch to generic syscallhdr.sh

Many architectures duplicate similar shell scripts.

This commit converts ARM to use scripts/syscallhdr.sh, and also
collects OABI/OEBI syscalls into unistd-eabi.h/unistd-oabi.h,
removing unistd-common.h.
