Changes since v2:
- Add second s-o-b
- Collapse the smem node into its mem region
- Use non-generic node names for reserved-memory children
- Feed rpmcc the xo clock
- Remove clock-output-names from xo
- Rename xo-board to xo-board-clk and remove clk-output-names
- Move xo clk freq to device DTS
