Splitting creation and deletion, so it won't cause any confusion, and with reserved members for us to extend it later. The only concern is the flags. It's quite easy to confuse the BTRFS_QGROUP_CREATE_IGNORE_UNUSED and BTRFS_QGROUP_REMOVE_NO_CHECK_IN_USE, as they are the same value. What about sharing the flags between create and remove args? While with that IGNORE_UNUSED flags, why do we still need the mount option method?
