This switches the intel pch thermal driver to use
deci_kelvin_to_millicelsius() in <linux/units.h> instead of helpers in
<linux/thermal.h>.

This is preparation for centralizing the kelvin to/from Celsius conversion
helpers in <linux/units.h>.
