Improve the code to always use updated tjmax when it can be retrieved from MSR_IA32_TEMPERATURE_TARGET. When tjmax can not be retrieved from MSR_IA32_TEMPERATURE_TARGET, still follow the previous logic and always use a static tjmax value.
