I do not see how you can come up with a generic name here, there could be PHYs supporting different voltages (3.3V, 1.8V, 1.5V) depending on their operation mode/strapping, there can also be different parts of the PHY being powered by different regulators, the analog part could be on an always-on island such that Wake-on-LAN from the PHY could be done, and the digital part could be on a complete different island.
