I haven't tested this for the global reclaim, because it is hard to construct a low memory scenario for global reclaim, but is easy for memcg reclaim. Both should have the same problem, and memcg reclaim is more likely to trigger the problem. In my opinion, there is a low probability that the swap space is used up, and if there is enough inactive page cache, we will only scan file lru.
