Currently init-labels implementation reads the entire namespace-label capacity, initializes just the namespace index, and then writes the entire label capacity. It turns out that DIMM label-area access methods can be exceedingly slow. For example, the time to read the entire label area on a single dimm: 2s, but the time to just read the index block space: 45ms.
