Fixes the following W=1 kernel build warning:

kernel/power/swap.c:120: warning: This comment starts with '/**', but
isn't a kernel-doc comment. Refer
Documentation/doc-guide/kernel-doc.rst.

The diff looks OK to me, but the Subject is quite misleading.
There are no "block:" patch contents here, just "PM:" or
"PM: hibernate:" according to
$ git log --oneline kernel/power/swap.c
