[v5,1/3] RISC-V: use __smp_processor_id() instead of smp_processor_id()

Use __smp_processor_id() to avoid check the preemption context when
CONFIG_DEBUG_PREEMPT enabled, as we will enter crash kernel and no
return.

Without the patch,
