When DEBUG_PREEMPT=y,
	exit_to_user_mode_prepare
	->tick_nohz_user_enter_prepare
	  ->tick_nohz_full_cpu(smp_processor_id())
	    ->smp_processor_id()
	      ->debug_smp_processor_id()
		->check preempt_count() then:

The smp_processor_id() needs irqs disable or preempt_disable, so use
preempt dis/in protecting the tick_nohz_user_enter_prepare().
