Add support to indicate maximum number of AKMs allowed in
NL80211_CMD_CONNECT, NL80211_CMD_ASSOCIATE and NL80211_CMD_START_AP.
If the driver doesn't indicate the capability, maximum limit is set to
the legacy value i.e. NL80211_MAX_NR_AKM_SUITE.
