In previous versions, this value was fixed to 2, so only when the queue length of the L queue was greater or equal to 2 packets step threshold was applied to mark packets in the L-queue. This will cause larger queuing delays for L4S traffic at low rates (<20Mbps). So we parameterize it and change the default value to 0.
