Add new pcp-prio parameter to the app subcommand, to classify traffic based on PCP and DEI. The pcp-prio parameter makes use of the PCP selector to encode PCP and DEI values in the protocol field of the app struct. Pcp-prio uses a key:value mapping, where the key is a combination of numerical and symbolic form.
