Instead of run-time search use pre-processed btf_tracing_ids[] approach. Add sk_buff and nf_hook_state to BTF_TRACING_TYPE_xxx and take btf ids from array. It can be a follow up, but since you're respinning anyway please add a selftest for ctx->skb, ctx->state.
