Rename RESTORE_TAIL_CALL_CNT() to LOAD_TAIL_CALL_CNT_PTR(). With previous commit, rax is used to propagate tail_call_cnt pointer instead of tail_call_cnt. So, RESTORE_TAIL_CALL_CNT() is misleading.
