Annotate lockless reads and writes on following devconf fields:

- regen_min_advance
- regen_max_retry
- dad_transmits
- use_tempaddr
- max_addresses
- max_desync_factor
- temp_valid_lft
- rtr_solicits
- rtr_solicit_max_interval
- rtr_solicit_interval
- rtr_solicit_delay
- enhanced_dad
- accept_redirects
