This patch implement the logic of bind/unbind xsk pool to sq and rq.

I'd just squash with previous patch. This one is hard to review in
isolation.

Why?

The previous patch is to supply a API to switch to premapped mode for sq.

This is to introduce the xsk. This patch just use the API.
I do not think we should merge these two patch.
