This pacthset:
- Extends mlx-platform driver to allow support for the new features:
  - Activation of new mlxreg-io driver for the next generation systems.
  - Extend mlxreg-io attributes to support the functionality for the
    next generation systems.
  - Documentation for the above attributes.
- Renames the next generation systems product names.
- Provides bug fixes for tachometers registers  and LED configuration.
- Convert to use SPDX identifier.
