Extend the QEMU PCI device testing framework to accommodate such devices. * tests/qtest/libqos/pci.h: Add the command_disabled word to indicate bits hardwired to 0. * tests/qtest/libqos/pci.c: Verify that hardwired bits are actually hardwired.
