num_vfs is not migrated so use PCI_SRIOV_CTRL_VFE and PCI_SRIOV_NUM_VF
instead.

"val" is already used as the name of an argument
in the "pcie_sriov_config_write" function.
When I tried to build QEMU after applying this patch series,
the following error ocurred:
