Use the same common structure for the ordering rules (classorder, sidorder, sensitivityorder, and categoryorder). This removes code duplication and makes it easier to write out the CIL AST. Simplify the merging of multiple order rules. Add a verification that checks that the final merged ordering is fully specified and without ambiguity.
