[v2,0/2] libxl: choose a sane default for HAP

Hello,

First patch is a preparatory change to also make use of the physcaps on
ARM, second patch introduces a new physcap (HAP) in order for the
toolstack to decide whether to use HAP if the user hasn't made a
selection.
