[v2,4/7] xen/arm: Move sysreg emulation outside of traps.c

The sysreg emulation is 64-bit specific and surrounded by #ifdef. Move
them in a separate file arm/arm64/vsysreg.c to shrink down a bit traps.c

No functional change.
