[v2] tools: create libxensaverestore

Move all save/restore related code from libxenguest.so into a separate
library libxensaverestore.so. The only consumer is libxl-save-helper.
There is no need to have the moved code mapped all the time in binaries
where libxenguest.so is used.

According to size(1) the change is:

Was this considered, in general, or for 4.15?

I assume this is not targeted for 4.15.  I am focusing my effort on
4.15 right now and won't review this until 4.16 is released.  Please
feel free to repost then.

I'm afraid we have had a problem with tools review bandwidth, for
which I must apologise on behalf of the project.  This also falls
within one of my own areas of responsibility, but we have had a
shortage of effort in this area for a while now.
