Restricted memory is not be accessible by kernel during normal circumstances. A new ioctl TEE_IOC_RSTMEM_ALLOC is added to allocate these restricted memory buffers. The restricted memory is supposed to we used in special use-cases like Secure Data Path or Trusted UI where certain hardware devices can access the memory.
